Japan is making a clear push to take its live action film and television industry to global audiences.
The Japanese government’s new Action Plan to Strengthen the Development and Distribution of Live Action Content, published in April 2026, sets out an ambitious strategy to expand overseas distribution, strengthen production capabilities, attract international investment, and build a more globally competitive content ecosystem.
The scale of the ambition is significant. Japan aims to increase live action content exports from approximately ¥9.4 billion in 2023 to more than ¥250 billion by 2033.
